These findings confirm the danger of territory-based conflict and are consistent with John Vasquez's (1993, 1995) formulations. Paul Senese extends the preceding analyses of the territorial dimensions of dispute behavior: he examines the same militarized disputes as did Hensel, but his analysis also has several unique elements. First, many of the contributors to this book analyze the impact that territorial issues have on state behavior, but Senese also considers geographical contiguity, an important element of many writings on geopolitics and conflict.

States regularly have disputes of all varieties, including trade and human rights, with other states. Similarly, states often have territorial claims against their neighbors. Such claims may stem from a range of different disagreements over territorial sovereignty. The distinction between territorial disputes and other disputes is not straightforward: it encounters at least four problems. First, at one level, one may regard almost all disputes between states as having a territorial component. Most obvious are conflicts over the delineation of an international border or a given piece of territory, as occurred between Argentina and Chile over the Beagle Channel.

Geography should not occupy a unicausal, deterministic position, as was common in early geopolitical writings, but neither should it be treated only as a "facilitating condition" (Diehl 1991) or a case-selection device in models of international conflict. Rather, territorial concerns belong as one of several important factors that directly affect how, when, and where states decide to use military force in pursuit of national objectives. In this sense, this collection is a continuation of recent work by Goertz and Diehl (1992b), Kacowicz (1994), Vasquez (1995), and Huth (1996) that looks at how territorial concerns condition interstate conflict behavior.
