Kathleen Jones (1998) makes this point in the following terms: unless we directly challenge the dominant gendered political discourse, women’s experiences and self-understandings will be fit into existing paradigms that privilege elite men’s behaviour and norms, and the relationship between gender and citizenship will be reduced to the ‘presence or absence of actual women’ among the ranks of citizens. (1998: 222) Jones makes some suggestions as to what this discourse would look like. It would focus attention on issues of sexuality, reproduction and the physical self, or as she puts it, bring ‘a new attention to the “body” in the “body politic”’ (1998: 223).

The problem can of course be solved by establishing a dictatorship which coerces people into providing the public good. But this would not produce citizenship in the sense described above, so we rule this out as a solution to the problem. In this case the task of explaining the emergence of citizenship is the same as the well-known problem of explaining the emergence of cooperation among rational egoists (see Axelrod, 1984, 1997; Taylor, 1987; Knight and Sened, 1995). It can be modelled as a prisoner’s dilemma game in which there are incentives to cooperate but also to defect or not cooperate.
